Stresses that although such self- regulatory initiatives represent an advance on the prior situation, they have not proved to be sufficiently effective and cannoteffective self-regulatory and co-regulatory youth-protection initiatives represent a useful adjunct to legal provisions in realising the aims of the AVMSD but that they cannot in themselves replace legally binding requirements that may be necessary to ensure the effective protection of minors;
