Completed market opening should be achieved, primarily in rail transport; this complete market opening should be accompanied by other measures aimed at avoiding distortions of competition, inter alia in the social, fiscal and environmental fieldsin rail transport, i.e. in national passenger transport, ignores the railways’ role as an element in the provision of general interest services and thins out the network, thereby putting comprehensive provision of rail services at risk;
