2. ConsiderRegrets that the preliminary draft budget as proposed by the Commission constitutes the minimum necessary to sustain momentum in the implementation of European Union policy and law in the fields of transport and tourism; takes the view that, with the Eyjafjallajökull volcano crisis having brought Europe to a complete standstill, there is a more pressing need than ever to review the funding of the European transport sector, ensuring it has the resources needed to establish an alternative, complementary network that would prevent a repeat of such a situation, which jeopardises competitiveness and economic growth;

3. Recalls that, with a view to securing economic recovery in Europe, investment in transport, in particular the TEN-Ts, has a crucial role to play in driving forward growth and employment as well as in advancing Europe's economic and environmental interests; believes, accordingly, that,in addition to the contribution from the Transport Fund, which will need to be included in the multi-annual budget of the European Union and responds to the aims for the future TEN-Ts, believes that with a view to enabling the largest possible number of projects to be implemented, all possible funding mechanisms shouldwill have to be considered;
