(2) The planning, development and operation of trans-European transport networks contribute to the attainment of major Union objectives, such as the smooth functioning of the internal market and the strengthening of economic and social cohesion and also have the specific objectives of allowing the seamless and sustainable mobility of persons and goods and ensuring accessibility for all regions of the Union. Trans-European transport networks should also contribute to the achievement of the objectives of the Europe 2020 strategy and favour the transition towards a low-carbon economy and society that are less dependent on fossil energy and thus more resistant to climate change and natural disasters.

(11) The core network should be identified and implemented as a priority within the framework provided by the comprehensive network by 2030. It should constitute the backbone of the development of a multi- modal transport network and stimulate the development of the entire comprehensive network.
