12. Calls on the EU institutions and Member States to pursue the comprehensive / joined-up / integral approach in their external action and to take account of the inextricable link between internal and external security; in this regards, calls on the EU to focus more on building synergies between security, development, trade and EU external action; points out that matters such as terrorism and border control cannot be approached solely from an internal security perspective;

12a. Considers it essential to set up a temporary committee to bring an integral, comprehensive approach to bear on security policy coordination, bearing in mind the increasingly widespread tendency to separate internal and external security; notes that the European Parliament, the only supranational democratic chamber established at European level, would provide an appropriate forum in which to rethink security policy coordination and help make the EU resilient, both internally and externally, bearing in mind that its failings have been graphically illustrated both by the Paris terrorist attacks and by the current refugee crisis; calls for the temporary committee to address itself to measures to combat organised crime, especially where human and arms trafficking is concerned;
