8. Emphasises that the EU must strengthen its security and defence capabilities, as it can only use its full potential as a global power if it combines its unrivalled soft power with hard power; recalls that stronger civilian and military capacities are key elements for the EU to fully respond to crises, build the resilience of partners and protect Europe; notes that since power politics is again dominating international relations, defence and deterrence capabilities are critical for our leverage in diplomatic talks; in this regard, reiterates that the Common Security and Defence Policy needs to be strengthened, as the only realistic way to strengthen our defence capabilities in a time of budgetary constraints is to increase synergies by stepping up defence cooperation and stresses the importance of creating a permanent EU headquarters for civilian and military CSDP missions and operations, from where an integrated operational staff supports the entire planning cycle, from the initial political conceptualisation to detailed plans;

Stresses that the EU must pay particular attention to improving the living conditions in its neighbourhood, using all available policy tools, including trade, development aid and diplomacy, as well as crisis management capabilities; welcomes in thiexpresses concerns regarding the EU’s new migration partnerships and the External Investment Plan; underlines the need to develop a new approach towards Africa, providing better opportunities for trade, investment and economic growth and supporting African countries in building democratic, transparent and effective institutions; is convinced that the EU should review its development and trade policies to make sure that they contribute to these goals; calls on the EU, and in particular the Member States, to significantly increase their financial commitments to the region, including through the Africa Trust Fund and the European Development Fundapproach in the new Partnership Framework and the related 'migration compacts, that seems to measure success on the number and rate of returns; condemns the course of action agreed at the Valetta Summit and the instrumentalisation of the Khartoum process to finance repressive regimes, such as Ethiopia, Eritrea and Sudan, under the pretext of curbing migration to Europe; while repression will only increase the flow of refugees and migrants; underlines the need to develop a new approach towards Africa, based on EU values and principles and on the achievement of the Millennium Development Goals (MDGs), thus providing better opportunities for fair trade, investment and economic growth and supporting African countries in building democratic, transparent and effective institutions;

Recognises Turkey’s role as an important partner in solving the Syrian conflict and the fight against Da’esh; strongly condemns the attempted military coup against the democratically elected government of Turkey; encourages the Turkish government to protect the constitutional order, while underlining the importance of respect forat the same time is alarmed by the repressive nature and extension of the purge launched after the coup attempt, severely setting back basic freedoms and human rights in Turkey; stresses that Turkey is obliged to show full respect for respect for human rights, the rule of law and the independence of the judiciary inand the aftermath of the coup,media; strongly urges Turkey to restore human rights and basic freedoms namely following the advice and in cooperation with the Council of Europe and the EU;

Expresses strong concerns over the grave violations of the international humanitarian and human rights law by the Saudi-led coalition in Yemen, including the bombing of the funeral in Sanaa on October 8; demands an urgent independent, international investigation of this and other violations of the international humanitarian and human rights law in Yemen, some of which may amount to war crimes; calls on the EU and its Member States to suspend any cooperation with the Saudi-led coalition in Yemen until such violations are investigated and the responsible are held accountable; demands an immediate lifting of blockade of Yemen to ensure the timely delivery of the life-saving assistance to the population and to enable legitimate trade; calls on all sides of the conflict to resume dialogue and to work towards a sustainable ceasefire; insists that there is no military solution to the conflict;

Takes note of the genuine and open general elections which occurred in Taiwan in January 2016, expressing its people's commitment to democracy, rule of law and respect for human rights; acknowledges the continued good will and flexibility shown by the government of Taiwan in maintaining cross-Strait peace and regional security; stresses the EU's commitment to continuing to develop relations with Taiwan, to supporting the shared values underpinning its system of governance, to supporting the constructive development of cross-Strait relations, and also to supporting Taiwan's participation in international organisations, such as WHO, ICAO, UNFCCC, and INTERPOL in particular, enabling its contribution to preventing and combating cross-border crime and terrorism;
