Calls on the Commission to consider financing in 2009 a pilot project intended to cover research, surveying and monitoring for the development of prevention activities to halt desertification and steppe formation in Europe thus preventing erosion, deflation, agriculture and biodiversity losses, increasing soil fertility and the soil's capacity to retain water as well as its abilities in carbon captureoal sequestration;
