1 Article 10 of Directive 2003/87/EC of the European Parliament and of the Council of 13 October 2003 estab17a. Deplores the fact that the Commission does not recognise the role of non-State actors in relation to the crisis, taking account of the fact that in many poor countries the impact of the crisis is severely penalishing a scheme for greenhouse gas emission allowance trading within the Community (OJ L 275, 25.10.2003, p. 32).the private sector and weakening the action capacity of the social partners and the various civil- society organisations, which however have a crucial part to play in providing sustainable long-term responses to development problems; Or. it
