Stresses that Security Sector Reform (SSR) can be an effective tool to reinforce diplomacy and defence while reducing long-term security threats by helping to build stable, prosperous, and peaceful societies. SSR must involve re- establishing or reforming institutions and key ministerial positions that maintain and provide oversight for the safety and security of the host nation and its people;
