Considers that justice for victims of conflict is essential and that national courts are better placed than international war crime tribunals to ensure ownership of national judicial processes and, punishment of perpetrators, objective and legal judgment; takes the view that judicial reform may be required so as to implement properly the rule of law and ensure transparency;
