1a. Emphasises the need to implement effective mechanisms for solidarity between the Member States to ensure a continuous energy supply for all EU citizens; in particular, calls on the Commission and the Member States to step up measures to protect strategic energy infrastructure;

2. Stresses the importance of Member States allocating adequate resources for the market surveillance of the energy efficiency of products, so as to ensure a level playing field for the industry while providing consumers with the information they need to make informed choices; to this end, calls on the Member States to make full use of the opportunities afforded under public procurement directives, especially in the energy sector, so as to promote assessment on the basis of innovation and environmental criteria with a view to energy-efficient buildings and products becoming the norm;
