E. whereas the exploitation of secondary metals is an imperative in an industrialised economy and must be developed as a competitive circular economy, but can by no means meet the base metals needs of European economies in terms either of quality or of quantity; whereas nonetheless it is very important to keep scrap metal in the European Union rather than exporting it, for economic and strategic reasons and in the interests of sustainability; whereas the EU exports more scrap metal than it imports;

1. Understands that the European Commission has launched discussions which will culminate in the reform of the ETS for the fourth period 2021-2028 and calls, in this connection, for the fight against climate change to focus on efficiency and optimising yields rather than on limiting production; calls on the Commission, when reviewing the ETS, to reward the best performers within energy- intensive industry from the point of view of producing goods while achieving lower emissions;
