1. Recognises that the Member States have the right to determine how the offer of online gambling servicgambling is an economic activity of a special nature to which internal market rules do not fully apply; highlights that Member States, is to be organised and regulated at the national leveln application of the subsidiarity principle, have the right and responsibility to regulate this sector in the manner which best protects consumers, while observing the basic EU Treaty principles;
