Recital 15
(15) The Programme should seek synergies with other Union programmes, from their design and strategic planning, to project selection, management, communication, dissemination and exploitation of results, to monitoring, auditing and governance. With a view to avoiding overlaps and duplication and increasing the leverage of Union funding, transfers from other Union programmes, including European Regional Development Fund (ERDF), to Horizon Europe activities can take place. In such cases they funds will follow Horizon Europe rules.

Recital 19
(19) The pillar 'Open Innovationve Europe' should establish a series of measures for integrated support to the needs of entrepreneurs and research driven entrepreneurship aiming at realising and accelerating breakthrough innovation for rapid market growth based on ground- breaking basic and applied research. It should attract innovative companies with potential for scaling up at international and at Union level and offer fast, flexible grants and co- investments, including with private investors. These objectives should be pursued through the creation of a European Innovation Council (EIC). This Pillar should also support the European Institute of Innovation and Technology (EIT) and European innovation ecosystems at large, notably through co-funding partnerships with national and regional innovation support actors. (22a) In order to reduce the time from idea to market, using a bottom-up approach, and to increase the participation of academia, research organisations, SMEs and first-time applicants in Horizon Europe, a fast track approach to research and innovation building on the success of the Fast Track to innovation Instrument in Horizon 2020 will be implemented. It should stimulate research and innovation activities, from fundamental to close to market activities with a time to grant not exceeding 6 months.

(29) In light of the specificities of the defence industry sector, the detailed provisions for Union funding to defence research projects should be fixed in the Regulation … establishing the European Defence Fund16 which defines the rules of participation for defence research. Although synergies between Horizon Europe and the European Defence Fund should be encouraged, actions under Horizon Europe will remain entirely for civilian purposes. (45) It is appropriate to establishnecessary the terms and conditions for providing Union funding to participants in actions under the Programme. Grants should be implemented taking into account all forms of contribution set out in the Financial Regulation, including lump sums, flat rates or unit costs, with the view to further simplification. Before any new costs reimbursement system could be deemed a real simplification for the beneficiaries, it needs to be preceded by an extensive evaluation which is concluded with a positive result.

Through the following activities, this part will, in line with Article 4, address new societal challenges and optimise the Programme's delivery for increased impact within a strengthened European Research Area. It will also support the Programme's other specific objectives as described in Article 3. While underpinning the entire Programme, this part will support activities that contribute to a more knowledge-based andbuild effective and sustained cooperation between science and society, combat fake news, recruit new talent for science and innovation, promote gender equality and pair scientific excellence with excellence in science engagement and with social awareness and responsibility. It will contribute to an increased scientific, technical and media literate society, to an innovative and gender- equal Europe, at the front edge of global competition, thereby optimising national strengths and potential across Europe in a well- performing European Research Area (ERA), where knowledge and a highly skilled workforce circulate freely, where the processes and the outcomes of R&I are understood and trusted by informed citizens and benefit society as a wholeshared with society for its benefit, and where EU policy, notably R&I policy, is based on high quality scientific evidence. Areas of intervention: Sharing Excellence; Reforming and enhancing the European R&I system, Science with and for Society.
