Reiterates that multi-level governance and the partnership principle are key elements in the effectiveness of operational programmes and in high absorption capacity; recommends tocalls on the Members States that they consistentlyo reinforce the partnership and transparency principle, while establishing and implementing the operational programmes, and that theyerefore to involve the sub-nationregional and local levels from the outset, in defa binding investment priorities, in the decision-making process itself and in the, comprehensive and sustainable manner, in all phases of the establishment and implementation of operational programmes;
