Stresses that energy saving policies for the transport sector must not result in curbing mobility and that any emission reduction requirements have to be evaluated for their effect on competitiveness between transport modes; believes that a resource- efficient transport sector can only be achieved by a balanced policy approach which provides the right incentives for economic actors;

Encourages the Commission, the Council, the local authorities and the industry to put the 'electric mobility' debate into a well balanced context, including the potentials of the booming market of electric bicycles and the long years experience in mass transit by electrified tramways and trains;

Underlines that the European Union should maintain its strong position on the world market in the field of sustainable transport and mobility products, such as rail signalling and infrastructure systems, mobility management soft ware. Insists therefore to increase its efforts within sustainable surface transport research and development.

5. Advocates an increased role for sustainable biofuels in the EU energy mix; notes, nevertheless, that any introduction of a higher proportion of biofuels has to be well prepared, communicated and executed, that all relevant stakeholders have to be ready to supply the requested fuel mix at the time of introduction, andRecalls that Indirect land Use Change (ILUC) is not accounted for in the Renewables Energy Directive and therefore the emissions resulting from ILUC are not yet included in the greenhouse gas life cycle analysis calculations; stresses the need to refrain for an increased role for biofuels in the EU energy mix until the sustainability criteria have been upgraded, in particular through feedstock specific ILUC factors; further insists on strict monitoring and enforcement on the ground to guarantee that these criteria are being met; notes, nevertheless, that public authorities need to explain the consequences of any change in the fuel mix;
