Stresses that in an era where oil resources are declining and GHG emissions must significantly be reduced, alternative low-carbon fuels will enable synergies between the transport sector and the electricity sector. Proactive measures are required to speed up the necessary development of electric vehicles, hydrogen and alternative fuels in order to decrease oil dependency, as stated in the conclusions of the Energy Council of February 2009;
