(2) Since its establishment Cedefop has played an important role in supporting the development of a common vocational education and training policy. At the same time the concept and significance of vocational training has evolved under the influence of changing labour markets, technological developments, particularly in the digital area, the EU's commitment to sustainability and increasing labour mobility. Vocational training policies have evolved accordingly and encompass a variety of instruments and initiatives, some of which, namely related to skills and qualifications, including validation of learning, necessarily go beyond the traditional boundaries of vocational education and training. Therefore the character of Cedefop activities should be clearly spelled out and relevant terminology should be adjusted whilst staying within the remit of the Treaty provisions for vocational education and training.

(4) Implementation of a vocational education and training policy will require a focus on the interface and transition between education and training and the world of work, making sure that the knowledge, skills and competences acquired support employabilityintegration in changing labour markets and are relevant to the needs of citizens and society.

(7a) In order to ensure its full autonomy and independence and to enable it to properly perform the objectives and tasks assigned to it by this Regulation, Cedefop should be granted an adequate and autonomous budget with revenue stemming essentially from a contribution from the general budget of the Union. The Union budgetary procedure should be applicable as far as the Union contribution and any other subsidies chargeable to the general budget of the Union are concerned. The accounts should be audited by the Court of Auditors.

2. The objective of the Agency shall be to assist the CommissEU institutions in shaping and implementing vocational education and training and skills and qualifications policies. To this end the Agency shall provide independent evidence and, services and support for policy making and knowledge sharing amongst and between Union and national actors, in particular governments and social partnersorganisations representing participants to vocational training including social partners. In its activities the Centre shall take into account the links which exist between vocational training and the other branches of education and training.

3. In carrying out its tasks, the Agency shall maintain a close dialogue particularly with specialised bodies, whether public or private, national or international, public authorities and educational institutions and with workers' and employers’ organisations. The Agency, without prejudice to its own aims, shall ensure cooperation with other European Union Agencies aimed at avoiding overlaps and promoting synergy and complementarity in their activities, in particular with the European Training Foundation, Eurofound and EU-OSHA. Where efficient and effective, synergetic and complementary, it shall seek to cooperate with international actors working on vocational education and training.

Article 2a Independence and public interests 1. The Agency shall fulfil its tasks in complete independence. 2. The members and alternate members of the Management Board and the Director shall undertake to act in the public interest. For this purpose, they shall make a statement of interests indicating either the absence of any interests which might be considered prejudicial to their independence or any direct or indirect interests which might be considered prejudicial to their independence. The statement shall be made in writing when taking office and shall be revised if changes occur with regard to the interests. It shall be published by the Agency on its website.

Where based on proposals by the Member States and the social partners the gender balance is highly disproportionate, i.e. less than 30% of one gender would be represented on the Management Board, the Council shall delay the appointment until this is rectified and shall invite Member States to bring forward more balanced proposals.

3. Members of the Management Board and their alternates shall be appointed in light of their knowledge in the field of vocational education and training, skills and qualifications, taking into account relevant managerial, administrative and budgetary skills. All parties represented in the Management Board shall make efforts to limit turnover of their representatives, in order to ensure continuity of the board's work. All parties shall aim to achieve a balanced representation between men and women on the Management Board. If the gender balance is highly disproportionate, i.e. less than 30% of one gender are represented on the Management Board, all appointing parties are required to suggest different representatives.

Where exceptional circumstances so require, the Management Board may, by way of a decisiona majority of two-thirds of the members entitled to vote, temporarily suspend the delegation of the appointing authority powers to the Executive Director and those sub-delegated by the latter and exercise them itself or delegate them to one of its members or to a staff member other than the Executive Directorconferred by the Staff Regulations to the Executive Director and give them to another Senior Member of the Agency’s management for a temporary period.
