Recital 6 a (new)
(6a) This Regulation should take into account that certain vehicles of historic interest do not have complete original documentation, either because the vehicles in question have been discarded and then restored, or because they were manufactured before Member State registration systems were established, or alternatively because they were originally racing or military vehicles. This Regulation should ensure that these vehicles can be legitimately transferred from one Member State to another and re- registered by referring only to available documented evidence concerning date of manufacture or first registration, where these vehicles are at least 30 years or older.

Article 4 – paragraph 1 – subparagraph 1
Where the holder of the registration certificate moves his normal residence to another Member State, he shall request registration of a vehicle registered in another Member State within a period of six months following his arrival. Member States may require a shorter timescale for the submission of requests for re- registration.

Article 4 – paragraph 3 a (new)
3a. Where an application for vehicle re- registration has been received, and the vehicle originates from another Member State, registration authorities shall recognise the vehicle’s roadworthiness certificate, once its validity has been verified at the time of re-registration. Recognition shall be granted for the same period as the original validity of the certificate, except where the certificate’s original validity period extends beyond the maximum legal duration in the Member State where the vehicle is being re- registered. In that case validity shall be aligned downwards, and calculated from the date on which the vehicle received the original roadworthiness certificate. Before the date of application of this Regulation, Member States shall communicate to each other the format of the roadworthiness certificate recognised by their respective competent authorities as well as instructions on how to verify authenticity.

Article 7 – paragraph 1
1. For the purposes of registering a vehicle registered in another Member State, vehicle registration authorities shall grant the vehicle registration authorities of the other Member States access to the data stored in the official vehicle registers on data items set out in points 1 to 34, 44, and 48 to 60 of Annex I. They may grant the vehicle registration authorities of the other Member States access to the data stored in the official vehicle registers on data items set out in points 35 to 43, 45 to 47 and 61 of Annex I. For the purposes of subparagraph 1, vehicle registration authorities shall collect data on the data items set out in points 1 to 34, 44, and 48 to 60 of Annex I. They may collect data on the data items set out in points 35 to 43, 45 to 47 and 61 of Annex I.
