Calls on the Commission and Member States to address how to improve access to finance for SMEs aiming to provide innovative works, supplies or services to the public sector; calls in particular for measures to improve finance conditions by ensuring that venture capital and other relevant funding streams fully recognise the growth potential of innovative enterprise working with public sector partners on both pre-commercial procurement projects and in the context of Innovation Partnerships;
