(17) In order to ensure uniform conditions for the implementation of this Regulation, implementingdelegated powers should be conferred on the Commission for the adoption of detailed rules regarding the format and presentation of theregarding what information toshould be provided to the end users and the public by Member States, regarding the format and presentation of the information on monitoring of the implementation of this Regulation to be provided by the Member States and regarding the format and presentation ofand regarding the information as regards the Union-wide overview drawn up by the European Environmental Agency. 2. The purpose of this Regulation is to guarantee that reclaimed water is safe for its intended use, thereby ensuring a high level of protection of human and animal health and the environment, addressing water scarcity and the resulting pressure on water resources in a coordinated way throughout the Union, thus also contributing to the efficient functioning of the internal market. However, contamination of water resources used for drinking water purposes shall be avoided.
