Reiterates its conviction that, in order to effect an improvement in the promotion of human rights, the EU's common foreign and security policy (CFSP) needs to be strengthened, and that it is necessary to ensure that the promotion of human rights as a main objective of the CFSP, as outlined in Article 11 of the Treaty on European Union, is strictly implemented in the EU’s dialogues and institutional relations with all the countries of the world;

Reiterates its call for the development of a European framework strategy on Roma, given the special social situation of Roma communities in the European Union, in the candidate countries and in the countries involved in the Stabilisation and Association process;; notes with satisfaction the Commission's first "EU- Roma Summit", which took place in September 2008 under the joint patronage of the Commission President and the French Presidency, aiming to promote a firm commitment to tackling concrete problems and to creating mechanisms through which to ensure a better understanding of the situation of Roma across Europe;
