Points out that the European Parliament recognises the universal right to health care, and emphasises that the EU and its Member States have a responsibility to address the needs of patients suffering from rare diseases or living in areas where poverty makes access to medicines very difficult; invites Parliament’s Committee on the Environment, Public Health and Food Safety and its Committee on Development to draw up a report on these problems.
