Points out that combating tax evasion and tax avoidance represents a budgetary cost of EUR 1000 billion per year; maintains that there is a need to recoup uncollected tax revenue by means of a coordinated policy to combat tax evasion and avoidance via a framework based on transparency, cooperation and coordination;
