Considers youth unemployment to be one of the most pressing issues facing a large number of Member States; stresses that local and territorial development strategies have to recognise tackling youth unemployment as one of their top priorities, to take into account local and regional specificities, as well as promoting public-private partnerships for the promotion of vocational training programmes suitable for adaptation to developments in the labour market;
