2. Takes note of the proposed provisions regarding the accountability of the European Monetary Fund (EMF) to the European Parliament and the Council; notes in particular that the rules regarding the accountability of the EMF to the European Parliament mirror the already existing arrangements applicable to the Single Resolution Board (SRB), the European Central Bank (ECB) acting within the framework of the Single Supervisory Mechanism (SSM) and the European Systemic Risk Board (ESRB);

Stresses that complete, accurate and timely information is a prerequisite for proper accountability; insists therefore, that the highest standard of transparency be laid down in the future interinstitutional agreement between the EMF and the European Parliamentand accountability be laid down regarding the decisions of the EMF, the background of such decisions, access to EMF documents and the records of discussions within the EMF;

4 c. Requests that the financial assistance programmes be approved by the Council after the consent of the European Parliament in order to ensure the direct accountability of the EMF to the European Parliament;

5. Understands the need for the Member States to validate decisionof being involved in the decision-making procedures that have an impact on fiscal resources; stresses, however, that the EMF is an instrument for crisis management, and should therefore be able to act swiftly; calls for the right balance to be struck between, on the one hand, ensuring democratic control of the EMF and its accountability to the participating Member States and, on the other hand, the need to enable the requisite actions to be taken quickly, in particular by preventing an overly cumbersome decision-making process when approval has to be obtained from the Council; calls for the modification of the voting mechanism in order to prevent ESM decisions being vetoed by one Member State; welcomes the provisions that ensure the transparency of the EMF and its accountability to the national parliaments of the EMF members and of the other participating Member States.
