Welcomes the aim of clarifying EU engagement boundaries on Peace Support Operations (PSOs) with the United Nations (UN) and the African Union (AU); recalls that the EU budget cannot be used to directly finance military or defence operations (Article 41(2) TEU); underlines the importance of EU support for AU peacekeeping operations approved by the UN; stresses the need for the EU to have a European external defence capability integrated into NATO for the purpose of maintaining peace;

Notes that UN and AU missions are in particular need of situational awareness, critical enablers and modern technologies, in an increasingly complex security environment, UN and AU missions are in need of a comprehensive approach under which, in addition to deploying military, diplomatic and development instruments, other essential factors are thorough knowledge of the security environment, exchanges of intelligence and information and modern technologies, knowledge of how to undertake counterterrorism and to fight crime in conflict and post-conflict areas, the deployment of critical enablers, the provision of humanitarian aid and restoration of political dialogue, all of which European countries couldan help to provide; notes the work already being done by specific Member States as well as by other multinational organisations in this field;
