Calls for democratic ownership to be the guiding principle of aid effectiveness; recalls that democratic ownership requires strong institutions that can ensure the participation of members of parliament from the partner countries, local authorities, civil society organisations, the media and the private sector; calls for the strengthening of legislative power and the separation of powers in order to give parliamentarians from the partner countries the capacity to fully exercise their mandate by participating in the implementation, monitoring and evaluation of development programmes;
