F. whereas an analysis of Member States’ inspection reports reveals huge differences between Member States in terms of the number of inspections, ranging from zero to several million per annum, and the incidence of infringements, ranging from zero to 16.6 %, which suggests that Member States take different approaches to inspections, e.g. random versus risk-based strategies; such differences in approach also make it impossible for data to be compared between Member States;
