Insists that any and all access to fishing licences negotiated for EU-flagged vessels to fish in developing countries must be based on the principle of surplus stocks as described in the UN law of the Sea; in particular, that there must be a rigorous assessment for all stocks for which access is sought or which are likely to be caught as bycatch by the EU fleet; that any EU access must come from those quantities which are not to be caught by the local fleet; that if effort reductions are necessary the third country fleets (EU and others) causing the most environmental damage must reduce first
