Calls on the Commission to create comprehensive rules for driver or operator responsibilities at every level of automation across all modes of transport; underlines that those responsibilities need to be clearly communicated through commercial labelling or other forms of communication and that, depending on a vehicle's degree of autonomy, the physical, skill-related and knowledge- based requirements imposed on drivers should be reviewed;
