Calls, with regard to all agencies within its remit (ACER, BEREC, ENISA and GSA), for a level of appropriations and staff as requested by those agencies; insists that financial and staff resources be increased in accordance with the expansion of tasks of the agencies concerned and in preparation of the implementation of new legislation, and with the need of planning future roles and responsibilities; notes that the GSA faces the emergence of new challenges related to security and other sensitive areas, where outsourcing is likely to reduce security and cost-efficiency, and to lead to a loss of expertise; it is, therefore, necessary to recruit and retain highly specialised experts;

Notes that given a moderate budget proposed for cohesion policies the financial support should be additionally directed to coal and carbon-intensive regions that struggle to implement commitments in the framework of the Union climate policy and mitigate their negative socio-economic effects; calls, therefore, for adequate financing for actions facilitating a just energy transition, including through pilot projects and preparatory actions, ensuring adequate compensation measures to countries and regions that have a worse starting point in energy transition.
