- whereas the quality of road infrastructure, which has a direct impact on road safety, differs significantly across the EU and whereas more than 70 percent of road accident deaths in the Member States occur on the urban and rural roads, stresses that efficient financing from the Cohesion Fund into this type of infrastructure has to be further promoted in line with the principles of social and territorial cohesion and the goal of sustainable and safe transport;

Stresses that efficient co-modality in passenger and goods transport – measured in terms of economic efficiency, environmental protection, social and employment conditions and safety aspects, and geared to existing and planned infrastructure in individual countries and regions – should be the guiding idea for future transport policy, and that these parameters should be used to determine modal distribution in countries and regions rather than retaining the proposed 300 km threshold for goods transport by roadtaken into consideration when applying the 300 km threshold for goods transport by road, while use of sustainable means of transport should be systematically promoted also on short and medium distances;
