Underlines the huge potential impact of EU level decisions that the conclusion of international trade agreements such as TTIP and CETA may have on the capacity of regional and local self- government including decisions on services of general economic interest; calls on Commission and Council to fully take the principles of subsidiarity and proportionality into account when negotiating international trade agreements and to report about their potential effects on subsidiarity to the European Parliament;
