Considers education and training crucial for the integration of young people into the labour market and emphasizes the importance of making lifelong learning schemes, including formal and non formal education schemes, accessible to all and equipping people with the skills and competences outlined in "New Skills for New Jobs"; recalls that acquiring basic knowledge and a good level of general culture is a key factor in professional mobility;
