Recognises the difficulties that young people encounter in gaining access to finance in order to create and develop their own business; calls on the Member States and Commission to adopt measures to facilitate access to finance for young people, and to set up mentoring programmes designed for young people on the creation and development of undertakings, in cooperation with the business community;

Highlights the importance of promoting young people's labour and training mobility across the Member States, and the need to improve the recognition and transparency of qualifications, skills and diplomas in the EU; calls for the redoubling of efforts to develop the European Qualifications Framework for lifelong learning and the European Quality Assurance Reference Framework for Vocational Education and Training, and for the Leonardo da Vinci programme to be strengthened;
