8. Calls on the Council to give the Commission a mandate to launch negotiations for a free trade agreement with Japan on the basis of the outcome of the scoping exercise;

Underlines that such an free trade agreement must be comprehensive, ambitious and fully binding in all its commercial provisions; stresses an FTA must lead to a genuine openness on the ground for EU businesses rather than just a hypothetical, legal openness; considers that if, during the negotiations, Japan does not demonstrate sufficient ambitthe Commission, in agreement with the Council and European Parliament, should determine the specific objectives that have to be achieved within the first year of the negotiations, including some of the main demands of the various European economic sectors submitted as part of the scoping exercise; considers that if, during the negotiations, Japan does not deliver clear results in meeting the priority demands of the Commission, the Commission should suspend negotiations after consultations with the European Parliament and the Council;
