Notes that in order to raise the innovation potential of Europe's regions, coordination and synergy between cohesion, research and innovation policies and their instruments is needed on regional, national and EU level; highlights in this context that it is also important to explore possibilities of further simplification, and harmonisation of the rules governing the implementation of these different policy instruments;
