3 c. Notes that enough financial resources must be made available for Frontex to perform its tasks under its new mandate and that the Frontex budget should be reviewed in the first part of 2012 when, following the entry into force of the new Regulation, the Agency would be able to establish the resources it needs to start carrying out its new tasks during 2012 and to possibly also set up Frontex Operational Offices;

Considers it necessary to put into reserve a) substantial parts of SIS II and b) a part of the staff related budget until the legal proposal for the legal and technical framework for the extraction of financial transaction data on EU territory has been pres, in order to ensure the monitoring of the developments of SIS II and the adequate information of the Budgetary Authority; points out that the establishmented and all elements of the TFTP Agreement have been implemented according to its provisionslater release of a reserve in 2011, has already led to an improved information flow;
