6. Considers the protection of the EU’s external borders with the support of a strengthened European Border and Coast Guard to be an inseparable condition for a European Union without internal borders, the proper functioning of the Schengen area and freedom of movement within the EU; in parallel, stresses the importance of robust EU investments in the area of internal security with a view to, among other things, enhancing EU law enforcement and judicial response to cross-border criminal threat and to promote information exchange; considers it to be an obligation to ensure adequate funding, staffing and training of staff for all agencies operating in the field of security and justice, acknowledging the considerable increase in their responsibilities, the importance of cooperation among them, and their vital role in reinforcing cooperation and coordination among the Member States;

Highlights that development aid efforts are a medium and long-term investment into the social, environmental, and economic stability of the respective countries and must promote the further development of sustainable and mutually beneficial partnerships with e.g. African countries; underlines that the Union's financial efforts must contribute to create a better perspective for local populations and tackle the root causes of forced and irregular migration; asks for enhanced financial and organisational support of programmes contributing to the sustainable exchanges in areas such as professional training, creation of start- ups, support for SMEs, healthcare and education;

12 b. Reiterates the importance of the European Neighbourhood policy strengthening the relationships with the neighbour countries and endorsing peace processes, boosting economic and social growth and sustainable cross-border cooperation; reminds that strong relations between the EU and Western Balkans are vital for the stabilisation of the area and their pre-accession process; recalls that funding from the Union's budget must be tailored to strengthening the ability of the countries to continue the necessary legal, political, social and economic reforms, in particular enhancing the proper functioning of the public administration as well as supporting the stability and resilience of democratic institutions and the implementation of rule of law;
