Notes the Commission Communication of 24 July 2013 and the EEAS draft report; considers it regrettable that the Commission Communication did not specify the mechanisms that would ensure the equitable development of the defence industry in all parts of the European Union; considers it similarly regrettable that the Commission and the EEAS did not issue a joint European declaration in preparation for the European Council’s defence summit in December of this year;
