Calls on the Commission to encourage the construction, upgrading and development of energy networks and infrastructure interconnections with EU neighbours; notes that neighbours should be also encouraged to invest in their own infrastructure, especially in Russia and Ukraine, where the poor state of gas infrastructure leads to massive gas losses via leakage;
