Notes that the question of the seat also effects the location of the European Ombudsman, which currently holds office space in both Strasbourg and Brussels; believes that the Ombudsman should be consulted as his working conditions and given a choice as to the location for his administration; asks that article 13 of the Parliament's Decision on the performance of the Ombudsman's duties be reviewed;
