Insists that Member States that detect breaches of the proper implementation of the Regulation, which leads to unfair competition, inform the Commission thereof; calls on the Commission as guardian of the Treaties to take action against the Member States concerned, to undertake a mapping exercise identifying sanction systems, and to ensure that penalties are high, effective and dissuasive;
