Observes that transport is the second largest source of PM10 emissions; the accumulation of toxins and pollutants in particulate form causes serious cardiovascular and respiratory illnesses resulting in considerable social and economic costs; the use of filter technology in transport fleets should also be recommended in order to make a substantial contribution to the reduction of pollutant emissions;

Finds that transport plays an essential role in completing the European Single Market and the freedom of movement of people and goods, and that regulated market opening, based on the principle of reciprocity, should be achieved, primarily in rail transport by the end of 2011; this complete market opening should be accompanied by other measures aimed at avoiding distortions of competition, inter alia in the social, fiscal and environmental fields;
