Regrets that sport, amateur ranks in particular, only receives a low financial return on commercial betting activities although it constitutes the main activity area for online gambling; recommends, therefore, the setting of a common minimum percentage of gambling revenues to be redistributed to sports federations, that have to ensure sustainable financing for grassrootsprovided that these funds are earmarked for funding amateur sports and for supporting the non-professional, recreational, educative aspects of sport;

Calls for more cooperation at European level, under the coordination of the Commission, to identify and prohibit online gambling operators engaged in illegal activities such as match-fixing or betting on competitions involving minors; on the Member States to set up regulatory bodies to identify and combat illegal activities in sports betting and to collect, exchange, analyse and disseminate evidence about match-fixing, sports fraud and other forms of corruption in sport, in Europe and beyond; stresses the need for close cooperation with other regulators, including licensing authorities and enforcement bodies and police;
