Emphasises the role that should be played by emissions trading in decarbonising the transport sector; underlines that, in line with the ‘polluter pays’ principle, all modes of transport must make their contribution to climate protection and is of the view that, until this is achieved, unilateral cost burdens on individual modes of transport through emissions trading should be avoided in order to create a level playing field;
