Emphasizes that resource efficiency should be addressed at regional and local level, – taking into account the particularities and different development levels of European regions – and regional and local authorities and private- and voluntary-sector partners should be directly involved in the planning and implementation of relevant measures; this would lead to a greater feeling of responsibility for the goals of resource efficiency at all levels;
