Stresses that, especially in protracted conflicts and crises where civilians are displaced for long periods of time, humanitarian action can play a crucialshould have a proactive role in the empowerment of the affected populations, by providing them with a stronger voice and recognising their rights and capabilities, including creatingand also launching a call to local actors to play a more active role for local actors in humanitarian action;
