Shares the Vietnamese Government's concerns that increasing corruption represents one of Vietnam's main challenges and notes with particular concern that citizens, including journalists and bloggers who denounce corruption are targeted by the authoritie; calls for a closer examination of the situation where citizen who denounce corruption are targeted by the authorities; Urges the Vietnamese authorities to thoroughly investigate the abuses made against journalists, bloggers and whistle-blowers;
