1. Points out that a sustainable and environmentally friendly transport network is the nervous system of the European economy which should be given the necessary incentives forand that proper legislative and/or financial incentives should be provided for it so as to enable a transition to non-fossil fuel propulsion to be made where possible;

Takes note of the fact that in the recent past improvements in emissions from fossil fuel propelled means of transport have always been offset by higher demand, resulting in congestion and in air pollution still exceeding the legal limits; hence insists on the need for a switch to a different technology or the best possible fossil fuel technology and accordingly supports research carried out with or without the financial support of the EU aiming at accelerating the introduction of eco-innovations and new technologies in transport;

Takes note of the fact that several regions in the EU with unmet transport needs still have to ‘catch up’ and will still show a big growth in transport once the infrastructure has been finalised and the economy is picking up; considers for this reason that it is also important to focus future actions on the elimination of disparities in infrastructure development between various European regions/countries, applying EU regional policy to that end;
